19th Theater Support Command (CONUS Augmentation)
The 19th Theater Area Army Command (CONUS Augmentation), was activated at Fort Des Moines, Iowa on September 16, 1993, with Maj. Gen. John M. Vest as its first commander. In time of war, the headquarters augments the 19th TAACOM (Forward), headquartered in Taegu, Korea to provide Direct and General Combat Service Support (CSS) to units in the theater of operations.

In peacetime, the 19th TAACOM (CA) is headquartered at Fort Des Moines, and exercises command and control over four subordinate commands. The 6th Material Management Center (CONUS Augmentation) at Arden Hills, Minnesota acts as a wartime subordinate command of the 19th, and augments the 6th MMC (Forward) in Taegu, Korea. The 3rd Corps Support Command (CONUS Augmentation) is a general officer command and augments the 3rd COSCOM (Forward) in Germany. Other subordinate commands include the 19th Material Management Center in Arden Hills, Minnesota, the 366th Public Affairs Detachment in Des Moines, the 100th and 103d Chaplain Teams in Arden Hills, Minnesota.

The 6th Materiel Management Center (MMC) in Arden Hills, MN, currently has openings for reserve officers, warrant officers, noncommissioned officers and enlisted soldiers of all ranks. The unit is a data processing control center for other US Army Reserve (USAR) units scattered throughout the state. It provides integrated supply and maintenance management for the 19th Theater Army Area Command for all classes of supplies (minus maps, medical material and communication security (COMSEC) equipment). The 6th MMC is organized into a unit headquarters, a service-support division, a logistics automation system support office (LASSO) and seven divisions (each responsible for a specific class of supplies). The seven divisions are the petroleum division, aviation division, electronics division, armament-combat vehicle division, missile-munitions division, automotive division and the troop support material division.

The 19th TAACOM (CA) has no formal lineage of its own, and follows the main lineage of the 19th TAACOM (Forward). Even so, the Des Moines unit carries a proud tradition from previous Army Reserve units headquartered at Fort Des Moines. Nearly all of its senior members were part of the 103rd COSCOM. That was originally organized as a Reserve division in 1921, and served with distinction in World War II prior to being re-established as an Army Reserve unit at Fort Des Moines in 1947. Illustrious commanders of that unit included MG Anthony McAuliffe of Battle of the Bulge fame; MG Hanford MacNider, a former assistant Secretary of War; MG Evan L. Hultman, retired Executive Director of the Reserve Officers Association; and MG Roger Sandler, first commander of the United States Army Reserve Command, and retired Executive Director of the Reserve Officers Association.

교전시 19 전지사의 임무는 한국 내 통신과 전투 지역을 통과하거나 주둔하고 있는 부대에 직접적인 전투 수행 지원을 담당한다. 19 전지사는 또한 작전 지역에 대한 전반적인 전투 수행 지원을 제공한다.
만약의 사태에는 언제든지 19 전지사의 구성원들은 전쟁 수행 체제로 전환할 수 있어야 한다. 그리고 진진하는 이동병력과 모든 증강 병력을 수용, 배치, 지원한다. 명령에 따라 19 전지사는 동맹군과 다른 미군 부대에 세부적인 병참 지원을 제공하여야 한다.

Bates 장군은 1970년 5월 오클라호마 주립 대학의 졸업과 동시에 보급 장교 소위로 임관 하였다. 그리고 곧 바로 보병 부대에서 2년 동안 근무하였다. 미국, 독일, 한국에서의 중요한 근무 기간 동안 그는 핵심적 지위 보직들을 수행했다. 그 기간 동안의 직책은 다음과 같다.

그는 오클라호마 대학 조직관리의 학사 학위를 취득하였으며, 플로리다 기술대학에서 병참관리의 석사 학위를 받았다. 그는 또한 육군병참행정개발과정, 육군 지휘관과 참모대학, 국군산업대학을 수료하였다.

제 19 전지사 주요 사령부(19th TSC COMMANDS)

제 1 지역 지원단은 42개 기지들로 구성되어 있으며 Area I 안에 있는 거주자와 파견부대들에게 직접적인 지원을 제공한다. 그리고 미 육군 2사단에 숙소를 제공한다.

제 501 지원단은 전투지역 내 비사단 미군에 병참 지원을 제공한다. 명령에 따라 미 2사단에 예비 지원을 제공한다.

제 34 지역 지원단의 역할은 23,000명이 넘는 구성원 그리고 22의 부대, 예하 부대로 구성된 Area II안에 있는 모든 단위 부대에 대한 기지운영과 지원을 포함한다.

제 25 수송 대대는 미 8군과 19 전지사의 지원 하에 대한민국 전역의 기계, 물자, 인력의 이동을 책임진다.

USASA Area III은 Camp Humphreys, Camp Long, Camp Eagle 그리고 수원 공군 기지에 있는 Patriot 대대를 포함한다. 6개의 비행단과 정보기관, 통신, 의무, 군수 부대가 Camp Humphreys에서 운영된다.

제 23지역 지원단은 직접 정비 지원과 중간단계의 비행 점검을 제공한다. 그리고 작전 지역 내에 1종, 2종, 3종, 7종 및 9종 물자를 공급한다.

한국 물자 지원처는 항공, 의무, 치의무, 신호 정보, 전자전 및 특수 무기 시스템을 제외한 한국 내 모든 미군 장비를 보수 유지한다. 그리고 또한 ASP – 4 전쟁 예비 물자도 관리한다.

제 20 지원단은 10,000 square mile이 넘는 한국의 2분의 1에 해당하는 지역 (Area IV)에 대한 기지 지원 임무를 수행한다. 이 부대는 가장 큰 지역을 지휘하고 있으며 인력 운용면에서는 3번째로 큰 부대이다.

The 20th Support Group is one of four support groups operating under the direction of the 19th Theater Support Command , a major subordinate command of the Eighth United States Army (EUSA) in the Republic of Korea. Headquartered in Taegu (population of 2.5 million) at Camp Henry, the group is located approximately 200 miles southeast of Seoul and performs support operations for the lower half of the Korean peninsula (Area IV) an area of some 10,000 square miles.
